Engineer, Flow & Volume - Mechanical Engineering

Job Summary

The incumbent is responsible for the maintenance and further development of the volume metrology laboratory to provide calibration of volume measuring instruments, the testing of water meters and other flow and volume related equipment and apparatus.

Core Functions:

  • Conducts and supervises activities relating to the maintenance of the National Volume Standards

  • Participates in inter-laboratory comparisons and other quality assurance activities

  • Prepares documents and execute other required activities  to maintain the laboratory’s Quality Management Systems

  • Guides the development, implementation, monitoring and evaluation of projects in the Mechanical Engineering Department

  • Performs Calibration and Testing activities on samples

  • Research, evaluates, operates, and maintains mechanical products, equipment, systems and processes to meet requirements

  • Participates in the enforcement of product standards and regulations relevant to the Standards Act and the Weight and Measures Act.

  • Monitors the testing and metrology activities of the technicians

  • Prepares and signs test and/or calibration reports for issuance to customers

  • Participates in the development of local, regional and international standards

  • Conducts audits of firms covered by the National Certification Mark Programme and the LPG Authorization Programme

  • Participates in the development and delivery of training seminars and workshops facilitated by the organization

  • Prepares relevant documents for submission to the Procurement Committee for purchasing/sourcing of goods and services

  • Validates non-standard methods used by the department

  • Offers technical advice to customers

  • Maintains the record system according to the procedures and work instructions of the department

  • Assists the Customer Service Unit in sensitizing the public and customers on the organization’s standards and procedures

Knowledge, Skills and Abilities required:

  • Working knowledge of the Standards, Weights and Measures Acts

  • Good understanding of Fluid Dynamics, Thermodynamics and Material Science

  • Highly developed critical thinking, problem solving, analytical and decision making skills

  • Highly developed competencies in system analysis

  • Working knowledge of various standards including but not limited to ISO 17025, 9001 & 14001

  • Working knowledge of Government of Jamaica Procurement Procedures

  • Very good interpersonal, written and oral communication skills

  • Strong project and task management skills

  • Work well in teams as well as with minimal supervision

  • Maintain confidentiality and integrity

Minimum Qualification and Experience:

  • Bachelor of Science Degree in Mechanical Engineering or equivalent

  • Distinction in Mathematics and/or Physics at O’ level/CSEC, A’ level/CAPE or ‘A’ at the tertiary level would be an asset

  • Two (2) years experience working in a laboratory or production position, preferably in an ISO 9001 certified or ISO/IEC 17025 accredited entity


Technician, Workshop - Mechanical Engineering

Job Summary:

The Technician is responsible for the preparation of test specimens, prepare and fabricate basic parts for equipment and fixtures, maintain the Workshop equipment, assist with technical duties including sample collection for testing and calibration to achieve the departmental objectives, and to assist in general duties requiring his/her expertise.

Core Functions:

  • Prepares test samples in accordance with the procedures and work instructions from the laboratories to which they are assigned.

  • Performs and records routine maintenance on Workshop equipment according to schedule.

  • Reports on the Workshop activities

  • Assists in development of projects for the laboratories, including the fabrication of rigs to facilitate tests and calibrations.

  • Performs duties within the requirements of the quality system

  • Secures and maintains samples kept in the Workshop according to procedures

Knowledge, Skills and Abilities required:

  • Working knowledge of the Standards, Weights and Measures Acts

  • Working knowledge of calibration systems, practices and procedures

  • Working knowledge of maintenance systems, practices and procedures

  • Working knowledge of quality management systems

  • Ability to meet stipulated deadlines

  • Working knowledge of Computer Numerical Control (CNC) programming would be an asset

  • Ability to prepare technical reports

  • Good interpersonal skills

  • Good written and oral communication skills

  • Good customer service attitude

  • Willingness to assist

  • Maintain confidentiality and integrity

Minimum Qualification and Experience:

  • Certificate in Mechanical Engineering and/or Workshop Technology from a recognized tertiary institution or equivalent

  • Two (2) years experience in working with lathes, milling machines, and welding processes, including oxy-acetylene welding and metal arc welding

  • Experience in the use of measuring instruments, including Vernier calipers and micrometer screw gauges.


Engineer, Metallurgy (Temporary)

Job Summary:

The Engineer, Metallurgy, is responsible for the maintenance and further development of the Metallurgy Laboratory to provide testing of metallic materials including reinforcing steel bars and LPG cylinders, and to conduct failure analysis.

Core Functions:

  • Perform Calibration and Testing activities on samples in the laboratory and on site

  • Monitors the tests conducted by the Technicians

  • Prepares and signs test reports for issuance to customers

  • Participates in the development of local, regional and international standards

  • Participates in audits of firms covered by the National Certification Mark Programme and the LPG Authorization Programme

  • Participates in the development and delivery of training seminars and workshops facilitated by the organization

  • Guides the development and implementation of projects

  • Modifies test apparatus as necessary to conduct tests and calibrations

  • Prepares relevant documents for submission to the Procurement Committee for purchasing/sourcing of goods and services

  • Validates non-standard methods used by the Mechanical Engineering Department

  • Conducts research in standards calibration and testing

  • Prepare documents and execute other required activities to maintain the laboratory’s Quality Management Systems

Knowledge, Skills and Abilities required:

  • Working knowledge of the Standards, Weights and Measures Acts

  • Highly developed critical thinking, problem solving, analytical and decision making skills

  • Highly developed competencies in system analysis

  • Working knowledge of material testing would be an asset.

  • Proficiency in the use of Microsoft Office Suite
